First Porsche Concerns
Hi, I found a 1986 928S for sale for 15k but I have never owned a Porsche. It has 95k miles and looks super well maintained and has no damage that I could tell, so I was really excited until I saw that it had a salvage title from a collision in 1999. I was curious on how worried I should be considering this is a Porsche and not some beater, and I was interested in if the car would be worth around that amount considering the title status.

You’ve no idea what’s under that wrap and there are some questionably homemade mods, but if you like em then that’s subjective.
Curious if the parking brake has been completely removed, is that legal in the US?

I wouldn't give $5K for that car. It has certainly been bugered with, and the mods are hideous (that hood - aagh!) Look at the sensor on the dash. I'm sure there isn't a single service record that comes with it either. It has a covered dash, it isn't a tiptronic transmission, the engine bay is a disaster of who knows what that'll never be sorted properly, and the dealer is one of those side lot dealers who specializes in nothing you'd ever want. If he gave you that car, you would learn to hate Porsches

Nice that someone cut "vent holes" in the hood right above a major electrical junction. That ought to end well when it rains or you wash it.

Run far away from that car. Find one that is stock.

While the car is certainly not stock, someone has certainly spent both a lot of time and money on it.....and a replacement used hood is super cheap, if you can't stand the "extra" holes. (And you might be able to find out who wrapped it and get more material.) While I don't personally like the look, I would not consider it to be a deal breaker.
The problem with all used Porsches is that they generally have some (sometimes a lot of) deferred maintenance....and the parts/labor can be expensive. Pretty easy to spend 10K or more, getting one up to snuff and making it reliable.
The elephant in the room:
With a salvage title from an accident, it would be nice to know how hard and where it was hit....insurance companies don't generally total cars for a fender bender....although I've seem a bunch of 928's that have been declared "totals" with not very much damage.

"Salvage title" simply means that the insurance company has paid out what it felt the car was worth.
Back in 99, these cars weren't worth much, so it didn't take much to 'total out' one.
It wouldn't be an 'automatic fail', but I'd want details.
Which you are really unlikely to get from these fine fine examples of the sub-species 'used car salesmen' (emphasis on 'sub').
Regardless of the title, this one would not be a good choice.
I have no clue what the reversed NACA ducts behind the front wheels are supposed to do. That area should be 'dead space' behind the fender liner.
That "custom intake" along with the holes in the hood (both top and underneath) are really stupid. The holes in the hood will help some with heat dissipation, but anyone who's seen the pressure distrubution graph knows that the holes are in an area of LOW pressure. That won't help the air going into the motor at all.
No clue at all about the front spoiler. That's just hideous.
Kind of a shame, really. Decent color, nice paint, decent interior (mostly - the dash cover isn't good, but I've seen a lot worse), full tool set. There's a lot to like about this one. Just a lot more not to.
And the parking brake handle is still there, just blocked by the fire extinguisher. Not sure that's legal, but virtually nobody uses a praking brake with an auto trans in the US.

The other issue is the VIN: <1000 last digits means it is an 86 and not an 86.5.
The 86.5 has bigger brakes, discs, and the suspension/ABS/whatnot from the 1987 S4 cars. Makes for a better handling car and with the nice clean lines of the earlier 928's.
