Do you have any age limits on tyres in the States? Good of you to show the age stamping and advise the rubber is old- my part of the world that is not old it is "fossilised".
Over here tyres in daily use are shot grip wise after three years and recently were made illegal upon expiry of 4 years from the date stamping on the rubber. At our autocross events we used to have in years gone by age added on average one second per lap per year on a 60 second lap time
Of course most locations in the States do not have our kind of summer heat [40C plus sometimes] but some places such as Arizona do- just makes me wonder how they get on tire life wise. Presumably it gets pretty hot where you are during summer season.

"Inspections" are not required everywhere. Emissions is dependent on the air quality of the area. So in the places without major cities, no emissions testing.
Safety is a state-by-state thing. Some states require annual checks, some don't.
AFAIK, even the states that require safety checks don't 'age check' the tires. I could be wrong on that, and welcome correction.
Where I live, there is no mandatory inspection. None at all.
And, as Tony noted, the condition of some of the cars on the road is frightening.
