Default Won't Rev Over 3k

Hello. I have a bit of an odd issue going on. I recently installed a used auto transmission in my car. The car will not rev over 3k when I am driving, but when in park or neutral will rev over 3k. I adjusted the bowden cable to the proper spec. The only thing I have not adjusted that I know i still have to is the vacuum, modulator. From what I understand it shouldn't be causing this issue. Is there anything else that could be causing it not to rev when driving? Thank you.

year ? what was the last thing you fixed before the car started this?

It is a a 1983. The transmission was the last thing to be changed.

Can you safely run it in D with the rear wheels off the ground to see if its going through the gears and revving higher with no load?

I adjusted the throttle cable and the bowden a little more. Car will shift at 3200 rpm under normal acceleration and 4k WOT in 1st. Seems to be shifting way too high for normal driving. In 2nd will go to redline but seems to want to shift at redline regardless of WOT or not. Also iI forgot to mention at the beginning of this post that the car would shift at 3k rpm regardless of throttle input as well.

at this point i would suggest that you get the WSM and read it in regards to setting up the throttle cable and the bowden cable and the shifter linkage, and also general transmission operation.

also test your trans running pressures,
you can buy a reasonably priced pressure checking kit for this job,
this will rule out some things,
and since you read the transmission set up directions you will be able to know what your looking for,
also check the transmission part number to see what model it is

Check for a pinched fuel hose in the back. Do the pressure and flow tests in the engine bay. This is basic diagnostic stuff that could help narrow the list of probable causes a lot.
