CARB is California Air Resources Board they are the clean air Police. NTSB National Transportation and Safety Board set and enforce National Safety standards. D O T Department of transportation deals with sets standards for importation "federalizing" along with the NTSB. The NTSB just recently FINED the shop which does the Pimp Your Ride show.......the infraction , Removing the airbag ; the fine was $15,000 as I recall. I guess the NTSB did not like having a video screen on the steering wheel !! They claimed to have seen the screen advertised on the shop's website.

I don't think CARB cares about any mods downstream from the cats. RMBs should be OK.

I have had two 928s tested by test only centers in the Sacramento area on dynos and they both passed with flying colors even though one had a RMB and the other had no resonaters on the car. The tester in both situations said the visual was okay and that anything aft of the cats is fair game. He said he has passed cars with no mufflers as long as the cats are there and all other checks are okay. I'm not sure but suspect that there are varying guidelines on what they can and can't okay. Both times the testers did not have the correct adapter for the gas cap and yet passed both on a visual without doing a pressure test. Not sure how they bypassed that. On the 5 speed, the tester wasn't going to pass the car because one of the snorkles wasn't seated on the cam vent all the way. He said if I wanted to correct the issue then and there I could and he would continue the test but that he couldn't do it or it violated his credo or whatever. Go figure.

Forgot to mention that I had my old '80 928 tested by a test only center when they first became mandatory for certain year cars to be singled out. It passed with flying colors and had a huge hole in the rear ansa muffler. After I got it smogged I took it next door to a muffler place to have the muffler cut off and had a pipe bent in place to take the place of the muffler. Worked like a champ.
