It controls air distribution through the system.
You will affect cooling and the door/foot well vents if it is missing.
You can reattach it using RC airplane aileron hinges. I did it to my 81 and it has been working flawlessly for 4 years.

Burning Brakes
I repaired mine with hardware store metal hinges. You will have to split the HVAC unit and pull off the front half.

Well crap, the pin on the left side (I believe hooks to the electric actuator which is temp control?) is jacked. Maybe I can get a small screw to fix it. I honestly don't need heat on this thing as I wont be driving it if its below 50 degrees. And I never route the AC to the footwell.

HAHA, My kids will have to sell it when I'm dead. I've got WAAAYYY too much work in this thing to ever let it go. (Besides it has a chevy motor so it's not worth anything anyways )
