stuck check valve on pump outlet, very clogged fuel filter, or blockage in hose/line somewhere between tank and filter.
how long are you letting the pump run for? if the 944 system has "bled down" from sitting for a while it can take a couple of seconds to fill up again.

its a new filter, new lines hard and flexi and an uprated pump, if i crack open the banjo bolt on the pump fuel seeps out
turning the car over for a good 30 seconds at a time and at the end of the hard line where it meets the LR braided flexis its bone dry
the car is a 968 with a 951 motor in it running vems and its been off the road for about 3 years
is there any way an air lock in the system could cause it?
there is the 2 metal pipes under the car, the fatter one is the feed and thinner return, there was also another pipe that comes from on top of the tank that ran along side them, this pipe isnt attached to anything it just finishes about the front wheel well

dont think it would be an air issue but try opening the bleeder/cap nut on the fuel rail (give the air a way out?) and then hook the fuel pump to 12v directly (drill/car battery?) and see if it pushes fuel out at the rail then.
alternatively you might try going into the VEMS "start/cranking" menu and setting the fuel pump prime at ignition on to a few seconds rather than a few milliseconds as it comes standard.

Did you try removing the feed hose to the pump to see if fuel came out? I had one that the fuel tank screen was completely plugged, fuel pump ran but no fuel at the rail. Also, the residual fuel in the lines bled out when I cracked the banjo bolt on the pump

ive had the tank filter out and cleaned the screen before putting fuel back in it, i will go out now and take off the feed from the tank to check thought, also i will try and blow the feed line through from the engine bay flexis
