If you fix it well enough to pass super easily then yes...
The smog test that I failed the day before the most recent passing was a "Gross Polluter" because my O2 sensor wiring was messed up making it run pig rich.

That said, as I understand it STAR testing only differs from regular testing by having a few more things they check, not the emissions standards.

You're screwed. Rules are simple
Any new ca registration requires smog and emissions inspection
They have a computer that lists all the parts part numbers and location for each make and car year. It's a checklist they go over. The car needs to be stock. Only thing you can change is the post cat exhaust. Anything in front of the cat, dme, ignition, intake is off limits
Some areas (like the ones you want to live in) require bi annual checks of same
Some other areas you only need to smog on ownership change not bi annual. Those are remote mountain and desert areas.
Montana and Wyoming plates are popular here.
There are less observant smog guys
The very less observant look other way guys are very rare due to random audits, tests, and sting operations along with massive fines and jail time.

Finally started her and moved her for the first time in 1.5 years...so I could get ready to transport her to a state that will not allow her to be street legal. Sigh...

Even with 1.5 year old gas.... started right up! Despite being covered, still pretty dusty from sitting so long.

You can probably "find a guy" to get it passed, if you really wanted.

If you could find stock IC pipes and airbox assy and make those coil wires black you might even get by.

You don't want anything flashy...you want nothing to catch their attention, make it all look like it belongs and is original...

That's the plan. If that fails, I can either wait until they move the "classic" age in CA, or sell it on Bring a Trailer. Someone probably would enjoy a done-up 951 in great condition.

what I have is two highly modded 951's that couldn't pass CA smog, that's how they ended in my hands I spent nearly 32k in 4 cars in the past 3 weeks from mildly modded to highly modded all of them one common denominator they failed Ca smog certification. But I'm picking a stock 89 Turbo s next week I'll let you know of it's condition and mileage.

Agree... just some of the things on the car besides the 415 RWHP 3.0l chris white engine:

- John Hajny rollbar
- glass moonroof

- steel front control arms w 968 brake cooling fins
- Black 993 Turbo brakes, 993TT rotors with aluminum hats (to keep the early offset that I prefer)

- 968 CS steering wheel
- 968 interior door panels

Lots more I can't even remember anymore. I've had this car since August of 2000. A lot of time and years put into this car! Don't worry... I'm not planning to let it get parted. It's only a 103K mile car for crissakes... the motor has less than 10K miles on it.

Maybe I'm nuts but I don't think this car is a great choice for parting out. Lart would know better, I'm sure.

I actually picked two with more mods than that except they weren't 3l, you guys know me
