After the jack takes the weight of the body off the suspension, then the wheels should rise. As long as the jack still looks stable, keep on jacking until the wheels rise. Depending on what kind of work you are performing, you might need jackstands to support the car and take the pressure off the jack when you are working on the car

The jack should get the wheels off the ground that's what it's intended for. Are you on a level surface? Is the jack stable? Is the jack on a hard surface, not earth?
Whatever you do, do not get under the car when it's only suspended by the carjack. Jackstands are a must if you're getting under it.
BTW, proper brake bleeding calls for you to bleed the farthest wheel from the master cylinder first. Pattern goes Right rear, Left rear, Right front, Left front. It's a pain in the rear but that's the way to do it.

Ya its on the driveway I am thinking it might be a bad jack cause all it is doing it pushing the car up. Is there any other spot to jack on this car?

Take if off the car and try raising the jack with no weight on it. If it rises all the way then you're not going all the way w/the jack on the car. Are you using the slots just under the door marked by a diamond on the exterior of the car?
Even with worn shocks the jack should get the car and the wheels off the ground.
Is the jack a Porsche unit? Maybe the PO switched it on you and thus your problem. If needed I can post a pic of mine to compare.

The scissor jack can go up several inches, so if you're pumping and the wheels don't rise, you've got some bad shocks.
I'd like to see a pic of it if you can take one.
