944 Turbo Balance Belt problem

So I brought my son's DD home for a basic service and I hear a knocking slapping sound on cold start. It seemed to go away after it warmed up. Balance & timing belt service was done about 12k miles ago (job invoice attached). Along with rollers tensioners and water pump. But the sound sure seemed to come from the belt area. Looked through inspection hole by distributor and timing belt looked fine. Since he is going to school 300 miles from home and it's his only car, felt like better safe than sorry. I pulled the belt cover and this is what I found.
Do you think I can re-tension BB and move on?

bs belt definitely looks loose.
should be just tight enough that you can turn it over between thumb and finger 180*.]
guessing this car didnt have the recommended belt check/retension at 1500-2500 miles.

For the balance belt scroll down to the second half (Part two) of this guide: http://www.924board.org/viewtopic.php?t=38866 Not only does the upper span of the balance belt look too loose but it looks too high also. It shouldn't be that close to the water pump pulley and it should be below the bolt head on the cam belt idler; yours looks like it is lined up over the bolt head. Perhaps someone turned the balance belt tensioner the wrong direction?
