I'm not getting much response on the turbo forum so thought I'd try here. My car is at TDC, and the bottom balance shaft looks like it's off a tooth to me. Can anyone tel me if this is right?

Yes, that looks as close as you're going to get it... Clearly, if that notch was at the tooth to the right or the left, if would be further away from the plastic blade.

The green line isn't an alignment mark. Your notch is good. Rotate the engine by hand to see if th belt settles but it looks good to me.

That's correct. The notch you have circled in blue is where the material for the tang that slides into the unused key way comes from. It is not there as an alignment mark. The only mark is the notch at the back end of the pulley.
