That looks like some kind of gadget to hold the oil pan gasket in place.

Wild *** guess - some sort of template to aid with reassembly of the bottom end. Never seen it before, so no idea.

Clearly that is an induction hot plate. It uses electromagnetic waves to heat ferrous items; typically a stainless steel or cast iron cooking receptacle. It will not work at all on the aluminum crank scraper that is on top of it which functions to scrub excess oil from the crank thereby reducing rotating mass and aeration of oil.
