Default Should AOS seals have some type of RTV on them?

After pulling mine off today, it has some kind of red gunk all over it. It looks like someone maybe pulled it off at one point and squirted that stuff all over it. I don't recall reading anything that they should have it, or that they came from the factory like that.

When the seals are new, they are a very tight fit. I had to slowly draw the AOS to the block using the bolts. There shouldn't be any RTV on them.

Ok. So whats the best way to remove this stuff? I used a putty knife on the aos itself and it got most of it. The rest of it is still adhered to the block.
