No Boost but Boost Gauge Reads 2 Bar with just Key On ???

Since this is my first post I'll introduce myself. My name is Bill. I work for a Porsche dealer and recently rescued an '86 951 that had been sitting in a backyard since '99. I've been putting countless hours into this thing and am just getting to the driveability parts. Searched high and low on the net and couldn't find anything. When I switch the key on/engine off the stock boost guage goes straight to 2 bars. Engine On it stays at 2 bars. If I disconnect the hose to the KLR it still reads 2 bars. With a manual boost gauge I'm getting about 2psi. If I block the wastegate line I get a peak of nearly 10psi and a whole lot more excitement. I believe the KLR is opening the wastegate all the time as if it's over its boost limit. So my question is how do I determine the KLR is bad ? Is there any other place the gauge could be getting that reading from and causing the KLR to open the wastegate ?

klr's only function is to read knock and advance/retard the timing. The line going to the klr only works the gauge. The brown circular valve under the back of the intake w/ three lines is what bypasses/controls the signal from the intercooler line to the waste gate. IF that has a broken fitting it may just be bypassing the signal constantly...or ...
