The TEPO (The Evil Previous Owner) had tinted them red. I removed that by wet sanding them, but now they're dull.
What steps should I take buffing them? I don't have a Porter Cable orbital buffer...

I would say to pick up some Meguair's Ultimate Compound. You use it by hand it will just take some time. That ultimate compound is great. I used it and it really made my GF's car's paint look great. Follow up with a good quality wax.
