"Welded in" Harness Bar.

Rigidity is a funny word when talking about 944s. They're pretty flexy.
PS: Maybe I'm misinterpreting what I am reading, but every harness bar I've seen mounts at the "B" pillar which is where the the FRONT seat shoulder harnesses mount, not the rear.
And the below picture shows the harnesses anchored at the harness bar. If at all possible, they should lap OVER the harness bar and get anchored at a better location (like the rear seat belt anchor points).

I'm confused about that. Wouldn't anchoring the harness below the bar actually give the harness a mechanical advantage over attaching it directly to the bar, making it MORE likely to fail? I suppose even if it did, you would still be at least strapped in, but probably not very tight, depending on the routing.

If you're gonna weld, get a roll bar and add safety. If you just want a harness bar, go with a bolt-in.

First off, in a 944, the harness bar mounts to where the rear seat belt shoulder attachments are - not the driver's shoulder belt attachments. The harness bar will be approximately above and a little in front of the rear seat back (usually preventing your from folding your rear seat down).
Second, using harnesses and NOT using a seat that's DESIGNED for harnesses (i.e. with the proper pass-through cutouts) is a BAD idea - and in fact, not acceptable at PCA events.
If it's the original poster's intent to cheap out and weld some old piece of pipe into the car to save on cost - and he's not willing to spend the money to buy proper seats - then this obviously is a foolish enterprise and should be abandoned immediately.
Just my 2 cents.

Here are some (crappy) pictures I took of mine with my camera mount on it. In the one that shows the mounting plate, that plate with all the holes drilled in it is not part of the bar - I added that in an attempt to prevent leaving marks from the bar on the interior panels (it didn't work and looked stupid), but you can still see how the bar itself mounts to the shoulder belt holes.

Hmm really? Do you have a picture of yours? Mine mounts much higher up, near where the top of the rear seat part would be. There was a random plastic plug on either side of the C pillars, and when I took that plug out there was already a random bolt just sitting there not holding anything in. So I used those and they worked fine. The bar fits perfectly in that area, and I couldnt get it to fit down lower where the seat belts normally are. I'll see if I can find a picture of mine...
Here is the only picture I have of it:

I was thinking of having a local shop do a single rear hoop with supports going into the trunk area with a cross bar for a harness to grab onto.
I was just seeing what the safest and easier way of going about this would be.

There is a local company here in Orlando that sells roll-bars for $380 if you want to go that route.

Tyler,
I never realized those holes were for optional rear shoulder belts!! Thats interesting! I've worked at a Porsche tech shop a few years ago and never saw a 944 with rear shoulder belts, they must have been a very rare option! My Welteister bar fit perfectly in place though.

+1 on a bolt in roll bar. Might be the easiest solution.
