Would running 15 inch phonies be better than running 16 dish?

All that being said, there's nothing you should be doing on public roads that is going to make the tire choice relevant.

I'm still running 15's on my track car in either 235's or 245's all around pushing 226 rwhp. Great setup, especially coming out of turns
Have you driven with the 15's before? If not, be careful as your car will not push as much as with the 16 setup you are running. Also, if you modified your car to deal with the push, then going with 15's all around may lead to oversteer. Any time you make a major change, you need to carefully test the effects that it will have on handling before going ***** to the walls (which is not advisable on public roads).

With certain tires (in particular the RA1's you list in your sig), they are at their best right before they're gone. This is because the less tread block there is on the tire, the less the tread block will 'squirm', and thus turn-in is improved. With the RA1's you also get the additional benefit of a larger footprint as the tire wears.
However, some tires, such as the Bridgestone Proxies RA01R, the tire is actually at its best right out of the molds. I'm not sure of the logic to this, but it has been proven in testing. Some folks in the SCCA did a back-to-back autocross test (same car, same wheel model) using both a set of brand-new full-tread RA01R's and a set of 3/32nds shaved set of RA01R's, and the full-tread tire was nearly 3/10ths quicker per 60 seconds.
