Default 968 Failed Emission

My 1992 968 failed emissions. HC(PPM) Limit 100 Mine at 360, Co % Limit 0.53 Mine 11.45, NOx limit 1167 mine 57 all at 2835 RPM.

I have a check engine code 1223 which as I understand is "oxygen regulation"
I have put in a new Bosch oxygen sensor and a DME temp sensor. Plugs were replace less than 2K miles ago. engine has about 20K since complete rebuild. ANy help on what to do next would be greatly appreciated.

It is not failing NOX, so it can be fixed with methods other than replacing the cat...

Hmmm maybe MAF, leaking or bad FPR/Damper... how did the plugs look? How do the plugs look now?

Do you use a K&N air filter? I'd clean the MAF, check the fuel pressure, check the plugs, check for proper operation of the FPR and damper, check to see if they hold vacuum or spew gas out the vacuum fitting, and let us know how it goes. Where are you located?

Did you drive the car for a while to get the cat hot? Emission tests seem to go better after a spirited 30 minute drive. The system may have been running a bit rich because of a cold engine in cold weather.

Don't know much about error codes, but could it have been generated by the old O2 sensor?

Yes the car was up to temp.

Per suggestion I am going to check the FPR and damper next. As far as the plugs, I have not looked at them again but they have got to be black as rich as it is running. I will pull them again and take a look. I am located in Ivoryton(Essex) Conn.
