If you're talking about ignition timing you can't adjust without something like Maxtune.

You really don't adjust it as far as a stock car goes. The DME has it all programmed in. Timing is constantly adjusted by the DME depending on rpm, air flow, ambient temperature, etc. That's what all the sensors are for.

The stock timing curves are ****ty they retard way too much. It retards to 24 degrees at full throttle(80% and up) regardless of rpms when you stomp it and stays 24 till rev limiter.

That’s what makes me think my car has a chip. My car stumbles and hesitates sometimes like the timing is off, and if I hit full throttle at low rpm's some black smoke comes out the exhaust. If It does not have a chip then what could be causing the bad performance.

O2 sensor (probably my favorite answer lately), and vacuum leaking, maybe?

Possible bad injector or fuel pressure regulator or fuel pressure damper making the car run rich.
Could be the O2 sensor also, making it run rich.

Have you had a tune-up done? Cap, rotor, plugs, wires, fuel filter, etc...?

Does it only stumble and spit black smoke when flooring it?

Also want to add the coolant temperature sensor to that growing list of potential headaches..

Replace the engine temperature sensor, the one sending the temperature reading to the DME, rather than the one to the gauge. That can affect rich running..

I remember one time when the car was at idle a lot of black smoke was coming out the exhaust, I think that day was really cold. Then I removed the spark plugs and they where completely fouled some worse then the others.

You can have the cam gear offset by a tooth or more.
