A V8 conversion shouldn't cost that much. I saw an LS7 on Craigslist for about $1200, it was a shortblock and needed to be put back together so that will cost a little more, then you have to fabricate a custom bellhousing and exhaust, buy some new headers, clutch, a few other things..
Find some 951 brakes if you have an n/a and a new trans..
I'd say $7-8k tops, which is what I would offer him after letting him know that the interior was completely destroyed and needs replacing..
