Are 944 parking brakes really this lame?
Assuming the 924S has the same parking brake, of course...
Are they really this lame?
I had a read brake job done yesterday. Was going to replace the parking brake shoes at the same time, as they would not hold the car on a flat surface.
When the calipers came off, a broken spring fell out of the parking brake assembly, and we discovered plenty of meat left on the shoes, which were just flopping around on one side because of the spring. Replace spring, adjust P-brake, and all should be good.
The parking brake will now hold the car on a flat surface, but...not on an incline as in my driveway..which isn't very steep.
Certainly not enough to hold the car while parking on some street in downtown Seattle.

Mine works quite well.
Well............other than the location of the handle that tends to like to snag on my dress pants when exiting the vehicle with the handle up.

Sometimes when I want to look like a dumbass in public, I will forget to release it and try to back out of a parking spot - the car just raises the ***-end up, it will not roll under power from the engine.

You probably just need to tighten the adjusters via the holes in the rotors. It also helps to bed the pads...while doing 25mph or so apply the parking brake lightly and hold it for a 100 yards. Do this a couple times. At 4 clicks, mine will hold on any hill.

Mine was like what you described until I adjusted it correctly. There was not enough play to just adjust it through the cable in the car so I needed to do the holes in the rotor bit.

Does it hurt the car in any way?

I think the 924S had the same one as the early 944s. My old 83 944 had a really weak break and I've heard it from a lot of other early car owners. The later one is a lot better. I always had to adjust the old one.

It's better than it was, but still could be much better.
Pads didn't look glazed, and there was plenty of meat there.

It still holds on all but the steepest hills, though. I'm talking a friend's driveway where the car incrementally rolled back 5 feet with the car in gear.
