Fair enough. But with a GOOD non-bleed MBC, they stock wastegate will see ZERO boost until your max boost setting is reached at the MBC. One such controller that I have never heard a bad word spoken about is this one. How much do electronic boost controllers cost? This thing is $47.

Someone should inform us as to when the 26-8 is really supposed to hit full boost, because mine comes around 4k also.

Even with no boost controller? Should I start hunting for vac leaks again?

So, if your problem was a boost leak, and it was delaying full boost by 1000 RPM, that would be a BIG leak. You should be able to hear it from in the cabin, and there should be a bunch of oil where ever the leak is.

I bet your wastegate actuator is tired, and that has more to do with it. Buy the boost controler that I linked to and see if it fixes the problem.
