Check to make sure your lug nuts are tight and torqued properly. Don't ask how I know...

try this, drive at the speed it makes the noise, then lightly pull the ebrake on slightly, see if it quiets down. Could be squeeking inside the ebrake housing.

They should be...I've never taken them off, and the place that adjusted the parking brake would have done it if they had to remove the wheel....

I had a similar issue recently, making a similar noise and it turned out to be that 2 of my lugs were loose. They weren't so loose that they were about to fall off but they were loose enough that in certain situations it would make a 'chirping/scraping' noise. I always torque my lugs but either accidentally skipped these two or they just worked themselves loose. I always check torque after any shop has worked on it as well, you just never know.

It's easy enough to take the tire wrench from your tool bag and just double check them, the good news is that if that's the problem then it's sure an easy fix!
