Is this the same idle control valve under the intake?

Yup, same one. But with the idle changing with an additional electric load, I'd look at an electric source for the problem. If the symptom changed due to a mechanical load, like a/c compressor, I'd look mechanical for source.

The idle speed is not the problem. The car will start running so crappy and missing so bad that you have to keep working the throttle to keep it going. It dosen't do it all of the time when the fans kick on, just some of the time. I know that I have a electrical issue somewhere, just hopen to pick some brains here.
