Problem solved with my towing incident:
After being turned down by the employee on duty and the property manager telling over the phone that they would not reimburse me, I spent the better part of this morning researching contract law online. Damn, that's dry ****.
I went back to office today and spoke with the property manager. A first she wouldn't budge. I spent about 20 minutes going over their lease explaining my case. When she STILL refused to refund the money, I aske to speak to her manager (who just happened to be onsite). The spent 15 talking and reviewing my 'file'. The property manager then came out to refund my money.
After all my preparation, I was hoping to use more of my new-fangled contract lawyer skills venting to the regional manager.
Thanks much to Michelle for all gracious help in explaining contract law and interpretation.
Could you please get into the four corners rule?
Since this was only for $45 dolars, I considered letting it go. But considering many of the other practices this management has adopted, I could not let it go. Besides, $45 is still a lot of money to me.
Don't back down. I'm convinced going in there 'Falling Down' style would have been much more satisfying.

$45 is $45 that you now have and didn't get screwed out of and most importantly that you should have stopped what could have been a bad trend.
And your apt. manager now knows that you won't just lay down.
