Default What's it worth? 78 Targa

So I met with a friend who is torn what to do.

Their family has owned a 78 Targa since new and it's in badly tattered shape. Today I went to see the car and it's shot. It's been sitting outside for over 10 years with no one driving it, starting it, or covering it. The father has owned it since new and never been in an accident. Basically no one had the inclination to mess with it until recently but their Porsche mechanic advised them not to spend the money which is estimated more than 20k. I can see no rust especially around the rocker panels and around the window seals and the floor is in good shape. It's going to need and an entire interior from top to bottom. Motor is frozen. I said if it was my dad's car who was the original owner I'd restore it and drive it but of course it's not my money.

So what's it worth?

I know of a car just like this in the Boston area. I offered 3k and thought that was generous.

Gosh I forgot to check the mileage but I think it's around 50k.

With 50k on the clock and no rust, then the tub must be pretty solid.

Being a Targa, then a track car is not likely so a restoration or backdate is an option.

Does anybody know why the engine is frozen/seized?

If it was a coupe I'd buy it in a heartbeat but I'm not a fan of targas or cabs.

From the looks of it (which can be deceiving) it'd be a shame not to work on/get running. The body looks to be in very good shape...interiors are easy and not overly expensive if you shop for used parts.
The motor? Frozen can be a lot of things...some killer, some not. Brakes etc. and most components will need redoing but if you are handy and have a secure/dry place to do the work why not?
