Pretty amazing that it has an E tach which is not correct for car.

Is the 300KMH speedometer stock? If so, why did the car need it- could it top over 250KMH (155 mph)?

Yes, for this RS (series 3) it is original. The earlier ones came with 250 KM speedos.

the poor mans version below from pelican:
but very nice too!

1969 911 / RS Replica. Clean rust free tub media blasted and primed with DP 40 and painted with PPG 2 stage paint.
!986 3.2 ltr motor and transmission, 1984 carrera brakes, 15 by 7and 8's Fuchs, new SO3's. Recaro buckets, Autopower cage.
Weltmister torsion and sway bars, H-1 headlights, Optma battery, Carrera cooler, harness's, new headliner, Koni shocks,
