I want to connect a 'dummy' alarm light....but, I don't want it on all the time.....so, I need to find either a hot lead that is activated when the engine is off or a ground that is activated when the engine is off. I did a search, but no luck.....

Oye...Zorro, it runs on its own little watch battery, not wired to the cars battery.
You control it by an on/off switch. Push button once to turn on, at your command and push again to turn off.

then hook up a small relay to your "ignition on" hot lead. ( the coil side ) . then hook the contacts side of the relay to your circuit which has your light and the car power on constant. Make sure your contacts you connect to are normally closed ( the contact will open with the power on ) .
When you have ignition on the relay will activate opening the circuit stopping your light from flashing, when the igntion is off the contact will close energizing your blinker circuit. there are tonnes of very small solid state relays with contact voltage of 5-24v dc that will work for this.
