Power windows will still work, but slower than normal as there is less tension in the system. One end of a wound spring was attached to that pot metal pivot that snapped off. The spring end is now resting on something else, but with less tension than originally intended.
At some point in the future when you're inside the door, you can either weld that little metal post back onto the regulator, or you can recreate it (what I did) by using the hole vacated from where it snapped off the regulator and filling it with a machine screw/bolt and some nuts. You'll just have to find a machine screw with a thin enough head for clearance of the scissoring regulator arms.

Because the windows work well. For now I'll leave it - no issues, don't mess with it. I have some mechanical issues in the meantime to solve!

I found one in the bottom of the door of my '87 Targa. I verified that it had broken off. The window still worked.
Sooner or later, the window function will be affected.
