I would guess that it's not illegal until you sign an odometer statement that the miles have been accurately recorded.
Do it on your own car and never sell it .... I'm not sure that illegal per se.

Yep. AFAIK there are other storage places that will record mileage as well, not just the odometer.

It's illegal to install it.

- advertise for sale, sell, use, install, or have installed, a device that makes an odometer of a motor vehicle register a mileage different from the mileage the vehicle was driven, as registered by the odometer within the designed tolerance of the manufacturer of the odometer;
- disconnect, reset, alter, or have disconnected, reset, or altered, an odometer of a motor vehicle intending to change the mileage registered by the odometer;
- with intent to defraud, operate a motor vehicle on a street, road, or highway if the person knows that the odometer of the vehicle is disconnected or not operating; or
- conspire to violate the foregoing provisions.
For example, possessing or making a forged, altered, falsely made or counterfeited title is a violation of 18 U.S.C. § 513, while transporting such a title in interstate commerce violates 18 U.S.C. § 2314. Engaging in a conspiracy to alter odometers and falsify mileage records can get you charged under 49 U.S.C. § 32703(4).

The problem will be if you sell or trade in the car (if they catch you obviously).......basically it will be fraud, specially if the financial institution has mileage limits or will offer X APR based on the mileage of the car.
Also, are we sure the ECU doesn't store mileage or hours that would not correlate to what is shown on the odometer? Then you would have another problem with Porsche and if you require warranty work.

Well, I for one am shocked and was not aware how easy it was to do. So someone could put 20k track miles on a car averaging 80mph, then use this scam before selling to halve the miles to 10k which, given that the ECU will still show the same correct hours, would halve the average to 40mph -- granny going grocery shopping for 10k miles. Scary.
