Default Replacing only *one* rear winter tire?

I have an almost brand new set of Michelin PA2, 265/40R18 N1 (in the rear). Last season before I switched, a rock cut the side of the rear tire and I've damaged on tire with no chance of repair. The tire has 9/32 wear, and it's N1.

As this is just for winter, and casual driving, is it ok/safe to replace only the one with a brand new N2? or shall I find 2*N1, or 2*N2 to replace both?

Replace only the one. A new one will only have about an additional 1/32 of tread. That's within spec. Match best you can for the N rating.
