Default Clearcoat over powdercoat ?

I've got some wheels that were powdercoated, then the lip of them was painted a different color. I need to clear coat the paint on the lip. I'm wondering if I should only cc the lip, or if I can hit the entire wheel with the clear coat. It would be much easier and probably better if I did the whole wheel, other wise there will be an "edge" to the clear coat that I'd rather avoid. Do I need to do anything to the powdercoated parts before I spray the clear coat on? FYI, the powdercoat is a gloss finish. Thanks
