Stupid question, so I apologize in advance. Will a 6'4" driver fit in a car like this and still be legal in terms of helmet and roll bar height?

There are no regulatory requirements with respect to clearance. Fitment on these cars is usually a function of cage design and how the seat is mounted and whether the seat has sliders or not. Worst case, just mount the seat to the floor without sliders.

I'm 6'1" and fit fine. Not sure if you would fit as it is, but the seat can be lowered to accommodate.

Might need to add an extension hub for steering so steering wheel has sufficient gap above your legs.
