Wait, am I reading this right in that normal, everyday pickup trucks are not considered passenger vehicles in NYS? I thought MD was crazy with their regulations

That's correct. If you are over 6000 lbs, (everything but 1500s) then you need 3 things to have it passenger legal:
  1. the pick-up truck does not have any business advertisements and is used exclusively for non-commercial purposes
  2. a camper top having one or more side windows completely encloses the truck bed,
  3. the pick-up truck has seats, seat fittings, or camping equipment installed in the truck bed ('camping equipment' indicates that you have a bed, a stove, or a refrigerator in the vehicle)

99% of the 2500s and 3500s don't meet these requirements and get the plates anyway. I have been pulled over by Nassau County PD in my Dad's 3500 and the officer wanted to know why it was registered with passenger plates; I was happy to show him the BedRyder seats. http://www.bedryder.com/
