How does it get past emissions? Or does it have to pass? Seems to be a grey area.

Has to pass emissions according to the standards that existed at the time the chassis was new (1989-1994 for 964-based Singer). Pretty easy to achieve with a (temporary if necessary) tweek in the software in the Motec ECU.

In Colorado, a 25-year old car only needs to pass emissions once and is exempt thereafter (for municipalities that require a test at all).

Yes but it’s a whole new engine. It’s a clever but expensive way to get a whole new engine that only has to meet a very old standard. How would this even pass CARB? The visual alone will fail.

Doesn’t the visual only require catalytic converters? Not hard to satisfy that (and replace with test pipes later if desired)...

^ Not in CA. Visual inspection is for all OE parts; any added parts need to be CARB certified. Otherwise it is off to the CARB referee.
