New Targa Bar
When you order a new Targa bar, this is what it looks like.
The bottom has 4 snap in clips which appear to be all that secures it. There's weather stripping and a drain.

What happened to the old one:
One of two things.
1. Some jerk face set something on the car which scratched it.
2. The dealership scratched it with a slipped screwdriver when diagnosing a rattle in the headliner I reported.
I can't prove number 2 as I didn't notice it until a few days later in another state.
I now photograph the car when I drop it off.

I am now 100% certain the dealership damaged the original one. When this (different) dealership did the install, they noted some of the grommets were missing and had been jerry-rigged with pieces of felt.
Looking great now!
The labor was ~$550 to install it, and the part was ~$1400.
If you ever have to have your dealer diagnose a rattle in the Targa bar, be sure to photograph it extensively when you drop it off.

By the way it seems to screw it from underneath with 3 screws, plus the 4 clips to hold it securely in place.
I didn't witness the install but I'm assuming you pop off the alcantera piece and unscrew from there, then it pops out.
