That right there is a pic of a real life bon-a-fide fuel rod assembly straight out of a Nuclear Reactor. Its a freshly irradiated one based on the blue glow (also known as the Cherenkov effect). After about 90 days or so, the radiation levels are reduced to a point that the blue glow is no longer present.

Actually, it's the water surrounding the fuel assembly that is glowing.
The radiation level coming from the fuel assembly is so intense that it is literally causing the water atom nearby to become radioactive. As the molecules become stable, they emit gamma radiation that is in the energy spectrum that the human eye can see - namely in this range of blue.
I have sen the 'green glow' - but that was associated with reading a very highly exposed personal radiation measuring device.
