You can use any photo editing software like adobe photo shop or if you have a scanner it probably came with something. Just open the photo in the editor, look for a 'resize' function from the tools you got up top and then just try smaller sizes (there should be a checkbox that says something like 'retain aspect ratio' that just means to make it smaller don't change the appearance). Usually they also let you select either pixels or size (2"x3" or whatever) go for the pixels so you know it will fit.

Microsoft Paint has the ability to shrink (or enlarge) pictures and I believe most windows based computers comes with this. Just open your picture and use the 'Stetch/Skew...' function found under ‘image’ on the menu bar. I typically use 35% by 35% stretch and then just perform a ‘save as’ to rename it.
Alternatively, prior to anyone installing additional photo editing software, Windows XP defaults to Windows Picture and Fax viewer when double clicking on pictures. On the bottom right is a button that closes this program and opens image for editing. Click this and you are in Paint ready to resize your image.
This sure beats trying to download the various programs and having them highjack all your .jpg files.
