Please show me where insurance companies lobbied and got their way?
1. Would you like to have to ask permission to increase or decrease what you charge?
2 would you like the government mandating you decrease your salary by 15 percent?
3. Would you like to have to keep 2.5 times your expected payouts in cash reserves?
And on and on.
The public irrationally hates insurance , even though many benefit from it and so the government will always side with the whining population who will pay anything for what they want but hate paying for anything they need.

Photo radar/Red light camera's are a great idea.
No police.
They can go back to protecting pot holes and construction sights.
Really what does it matter in Toronto. My rush hour commute twice a day, is a crawl.

The pussification of the world continues. Younger people now mostly see cars as evil or unnnecessary, most young men don't even get their licences as soon as they turn 16. These bitches would rather skype and text with a girl than bang her .
The politicians are just reacting to this new demographic.

The photo technology from even many years ago could capture the images of front seat passenger(s) quite well.
The problem was sometimes the drivers' spouse or significant other opens the envelope from the authorities containing the citation with the photo evidence, only to find the passenger of the opposite gender whom the driver has difficulty of explaining when challenged by the spouse or significant other.
That's when frontal images of the evidence stopped being taken/provided, the registered owner of the plate is issued with the ticket without being convicted as the actual offender, so no impact to the insurance premiums.

I can say you visit a glory hole every month but I don't have exact proof that you enjoy and use said glory hole
Here is the IBC endorsing a study by Ontario to reduce insurance premiums and acknowledging that ONTARIO INSURANCE PREMIUMS ARE TOO HIGH.... So as you can see you are one of the irrational I was speaking of , get a grip on reality .

Were you guys at the last Porsche meeting where the guy from the telemetry tracking device was there.
The insurance guy that presented actually had the gall to say that the tellemtry info is the property of the individual and said " not to worry' insurance companies will never use that against you , we only give discounts" .
I challenged him and said " just like tickets wont be used against you ? "

It's a love hate relationship with insurance companies....but anyway, having photo radar in 50 km/hr or less could be a good thing. I'm tired of idiots ripping past my house like they are in the Dakar.
