The problem is that there isn't anyone lobbying for drivers. The CAA and some amalgamation of car clubs representing a large number of voters is probably the answer. The NRA has shown how it's done on a much tougher issue in the USA. Cyclists have more power than drivers in Toronto now that Rob Ford isn't there to defend us with a little common sense.

Apps like WAZE show where red light camera's are so guess what there Mayor Tory?
People speeding slow down and once past the camera speed back up.
And the camera's are useless on cyclists who also speed, run stop signs and generally disobey the law.

Good god, the last thing we need to do is look to the NRA for guidance. We'll all look like a bunch of hard-***, unintelligent, dogmatic zealots. CAA won't do squat. Car clubs might be able to take on an advocacy role if they could work together, but most of them have enough internal squabbles that taking on a larger issue would be impossible.
The problem is that for most drivers, photo radar is actually a good idea. I've said it a million times before, what's needed is to train drivers to be better drivers, plain and simple. There's no way anyone is going to listen to arguments for increasing speed limits when you've got asshat aggressive drivers tailgating, talking on their phones and crossing three lanes with no signal. And you know what? That makes sense. Every year we do long road trips through the US and Canada. GTA drivers are among the worst I've ever encountered.
We don't deserve higher speed limits. As a collective, we're not responsible enough.

Photo radar isn't a bad idea within the city, especially for control of intersections and at school zones. It is a waste of police resources to enforce traffic controls at those areas and control really is required at least from what I observe.

Many legal firms will welcome this as they will do access searches of the photo radar files looking for drunk drivers involved in personal injury accidents to see if there are photos of these drunks in their cars taken within so many hours of the crash. They will then claim the City responsible for the accident as they removed officers that could have been on patrol to prevent DWI's in order to save money using machines that cannot prevent dangerous or DWI drivers.

Photo radar benefits drivers. This way someone might think twice before running a light and T-boning you.

Since the photo radar ticket is tied the car, not the driver with no demerit points, those that can afford to, will simply pay the fines and keep running the lights.
