Settlers effects are not taxable in any jurisdiction I have ever moved to.

In some jurisdictions an item has to be owned by the immigrant (to the area/province/country) for a specified minimum time (often 6 months) to qualify for tax free registration.

But you'd be relocating from another product that you did pay tax at.

He is talking about buying a car and registering it under his name for the first time. Of course you don't pay tax AGAIN when you move.

Didn't have to - I live in Alberta

I simply completed an "Out Of Province" Inspection and then registered it.

Incorrect.
Alberta does not have sales tax.

I should have worded it different. The car was registered to the owner prior so moving is not a taxable event as long as the person isn't transferring the ownership for the first time in BC.
