Just had my drive clean test done as I need to get my plates renewed and it failed.
I have a 1999 Carrera. When I purchased it, I was told it had a Pfaff Tuning exhaust and GIAC software. I store the car for the winter and disconnect the battery. I have put about 850 km on it since taking it out of storage and reconnecting the battery.
The last drive clean was in April, 2011 and was the 2 speed idle tailpipe inspection. It passed.
This test was the OBD-II Inspection. The test results said that the Catalyst status was Not Ready, and it came up wit a Diagnostic Trouble Code of P1691. Everything else said the status was Ready or Not Applicable. It also was a "Yes" to the question "Is the MIL commanded on?".
Any help, explanations, etc.... would be greatly appreciated!
Do you have only 1 not ready? If so, you are allowed to pass. More than 1 and you have to do a drive cycle. You might want to call a dealer or Google the right steps.

Since you have the check engine light on, that's pretty much a fair right away. Do you know what the trouble code stands for? I'm on my phone and can't check it.
Your MIL was set as a fail .. that is why you failed .. They will not fail you for readiness check . I think with a 99 you are allowed two monitors to not set. But that can be difficult . On my Audi i can monitor them for readiness.
Was your MIL lght on ? if it wasnt it should have been .. does it come on when you turn on the ignition ? It should come on as a test. if it doesnt your MIL light has been disconnected. ' MIL commanded on" means that light should be on . if it isnt id suspect tampering ..
soooo what can you do
first get the MIL fixed...
then reset monitors and see how long before the MIL light comes on. If it comes on immediately you have no choice but to fix it as this is a fail.
if it stays off get an OBD2 reader with emisions staus .. leave it connected and drive around till it goes from yellow to green . You may even be able to get it to pass at yellow for a 99 but i am not sure how to tell how many monitors are set.

What is weird is that my engine light on my dash is not on. Not sure if bulb is blown, if the PO disconnected it for some reason, or if there are other issues.
Any suggestions on how to check to see if it is disconnected or how to change the bulb?
On the report they gave me, the description for code P1691 simply states "Manufacturer-specific diagnostic trouble code". Haven't had a chance to look it up yet (hoping to get some time later tonight).
in other words the code is telling you your MIL lght circuit isnt working. if you fx that you just might be okay .. i guess you could start out by putting the bulb back in

P1691 is a CEL lamp burnt out. System checks lamp on start up and gets a no connection response (open circuit) and records a P1691. Replace the lamp and go through your driving readiness procedures (the procedures are around here somewhere) again. Next time do not disconnect your battery over the winter - buy a battery maintainer for $70 bucks, (although that has noting to do with the bulb burning out). Might be time (while your in there mode) to change the other lamps as well do to age of car.
I've got a 99 as well with pfaff exhaust and 997 headers. Just passed e-test last night. Drive clean center confirmed that for a 99 you are allowed 2 not ready statuses. Not sure what year it changes to 1 not ready status allowed but as Cam stated his model (997) was allowed 1.
