I just did this, but it was murky. I bought the car in Indiana, my parent's drove it from Indiana to Washington State (Bellis Fair) I met them there and imported it over the pacific border crossing.

ICBC will sell you a binder, but that's insurance only. ICBC requires that the car carries legal registration in the state where you are driving it. ICBC will tell you that they require you to get a registration for every state you pass through but that's preposterous, and technically impossible since the moment you cross a border there obviously won't be a motor vehicle branch there.

In my case, Indiana gladly sold my dad a temporary operting permit (with a power of attorney form from me) which was good for 30 days and for all 50 states. Every state is different though, but every state will sell you a temp permit. I believe I was justified in saying that my indiana permit satisfied ICBC requirements, although I didn't ask because ICBC would probably say no (the safe answer) and then I'd be on record. Let's face it, it is technically *impossible* to satisfy the letter of the ICBC requirements to buy a permit for every state you pass through. The back of the binder form says only that the car needs to be legally registered.

I (my dad) had paperwork showing I was out of state (out of country of course) so I paid no tax. No questions asked.

The trip over the border was uneventful, just have all your peperwork in order. The ICBC binder is good for a maximum ten days, but once you are over the border you have only 24 hours of insurance left regardless of how far you are into the ten day period.
