Get an appraisal it's $70, this way you can control the value and tax paid. MTO won't question it.

You can do a secondary appraisal for insurance purpose, once car is cleaned up or etc.

I had a good luck with these guys.

Is this open to the general public? If so, what about the reduced gathering sizes due to COVID?

This is actually a common tactic with Ferrari's... Get an appraisal based on the service work needed pay taxes on that amount.

this doesn't make a lot of sense. what if service needed is simply oil change?
maybe the low value an appraiser puts on a car happens to be equal to the service work. Maybe if service has been neglected or dealing with an overpriced mechanic, or simply coincidence.

If the car needs 20-30k in work it will be valued as such, actually any car that needs massive work also for cars for salvage titles.

Here the license bureau works off lowest black book amount within the last 10 years , appraisal for "high value" or cars over 25 years old. Private sale you could pass a car at whatever amount you wish over 10 years old and doesn't fall into the criteria above. I've bought cars for myself and listed 100$ as sale price. I have ZERO sympathy for the government.

In Ontario they go by blue book for cars under 14 yo and if over an appraisal is required. It is a simple one page form, but needs to be done by a dealer or appraiser registered with ministry of finance.

Much the same here. Either dealer or an approved appraiser with supporting documents. Here the cut off is 10 years, "High Value listed" or 25+ year old
