Not anymore after a few years that a new model is out.
But for a new model, there's a commitment but it is not really by contract with Porsche. Only race teams get allocations (The Cayman GT4 in Europe is ordered by Racing teams only for example), and obviously those are limited and they will choose to give those cars to customers that commit contractually to a certain number of races.

Does anyone think it odd that this track only car is only 100# lighter than the street version? For the price, I would have thought that it would be lightened much much more. I could be wrong, but my skepticism is telling me PAG doesn't want this car to come close in performance to the 911 cups...

The performance targets are completely different between the two. They are not in competition.

The 991 Cup is a purpose-built race car, with few of the restrictions of the old Group N/new FIA GT4 specifications.

The benefit of the GT4 spec cars worldwide is MUCH closer to "showroom stock" spec, hence MUCH reduced running costs and good parity among them. Astons has really done well with their GT4 car.

Makes sense. I'm just scratching my head on the fact it's so close to street car weight given that Porsche doesn't have to install airbags, sound materials, carpeting, leather this and that, etc. etc.

A pdk gearbox, even a race spec one, weighs quite a bit more than the 6spd manual. They were fighting a big weight gain in the transmission as they lightened the car.

Exactly. GT4 spec is converted street car into racecar. Pretty close to what we do for Club Racing. Most manufacturers have had GT4 spec cars for a while (Astons are pretty good). Porsche was missing on this market

Still waiting for official specs, but Hard to lose weight with aluminum bodywork, glass windows, street exhaust, and AC.

This car looks to be targeted to gentleman racers who want nannies to keep running costs down. Factory safety, traction/stability control, ABS, AC, paddles, can't overrun engine, longer lasting tranny, etc

Please tell me what race car can realistically be run 100 or more without needing a motor/trans refresh and still be competitive at the front of the grid?

Not a gentleman, but I can't wait, it's perfect for grandad drivers like me.
