You could just record video and use it's time stamp. It will get you down to the second. Harry's is also a low cost approach, but I found it hit or miss.
The AIM Solo is not bad unit for the money and easy to set up with a window mount.

+1 on Harry's lap timer. Its always within a couple of hundreths of the official timing. You can also run Race Monitor on your phone and see the exact official timing. I find Harry's a little easier to read on the fly during qualifying.

I use Harry's Lap Timer, and I use video as well. The video should be accurate to 1 frame (0.03s), so I trust those as the real lap times, I round to the nearest 0.1s.
With the built in GPS on an iPhone 4s, I found Harry's was accurate to about 0.2s generally, but it had the occasional glitch for a whole second or more out.
With an external GPS device (I use an Dual XGPS150), the lap times are much more accurate and correspond to the video within 0.1s. The external GPS also gives more accurate and faster fixes (with a firmware upgrade), which makes Harry's much more useful. (Harry's is crippled so it'll only log at the speed of GPS fixes.)
Harry's is really useful to get an idea of your lap times immediately after a session. I've never found a display which is really useful for looking at Lap times on the fly. Setting it to display the new laptime for 30 helps, but if you set a new fast lap it shows up in red, which is hard to read.
