Legal to carry gas jugs on trailer

How would you guys mount these on an open trailer? Weld it to the side? Or weld it to the floor in front of the car? Thanks.

I have an open Featherlite and I mounted mine in front of car, right behind tongue box. No need to weld - just drill holes and bolt on.
