I am sure Chevrolet are pleased to post that time....
To me the driving had the feel of a fast lap by somebody who didn´t know the circuit very well (or the car, looking at how the steering caught him/her out). But the fact that it was done on a Pool Day suggests otherwise, which makes one wonder about the tyres - which sound S-H-I-I-T-E. Also some of the rhythms felt slightly "unnatural", and wonder if there had been any optimisations during editing.
I do know how the Chevrolet boys dislike being passed by European station wagons (manic laughter all round)

Do you guys think production car ring times hold a lot of water? Seems like a lot of the records are set by amateurs or companies that have the cash to keep doing laps until they get a perfect one on a clear track.

depends what you mean by 'amateur'. There are a number of folk who set fast times who are semi-pro racers, or who work in some capacity for car companies/tuners/media.
Most of the folk who drive during a Pool week are more pro than semi. If you are testing during a Pool week, its much easier to get a clear lap.
As far as 'holding water' is concerned, I'm not sure I follow your train of thought. Its a bad idea crashing with a full bladder, I always pass water first.

the tires don't surprise me; this is a sub $50k car, that is designed to be driven often, and perhaps even used as a commuter car. it's not a Viper ACR, or a GT-3RS. 'regular' people are going to buy them, and drive them to Walmart. GM has to put a normal type high performance tire on this car, not an R compound DOT like the Sport Cup tire.

The car manufacturers association takes over the track for a week several times a year for development, testing and reliability purposes.
The reason I think the run was done in a Pool week is that the lap starts at the old pits, which are mostly used by the manufacturers. (but where does it finish)
As far as the tyres go, only the most boneheaded development project manager would use crap tyres to set a fast lap - there are plenty of much better road tyres around than were on this car.
The more I think about it, the more I smell old fish
