For those of you that use DOT legal racing tires, I suggest that you review this page on Hoosier's website:

I would fill out this form. What good it will do, who knows? But it may make a difference.

Should we be doing as Hoosier asks? Hoosier is asking us to request that they be exempt from the new tire performance standards, yet they won't tell us what these threatening new performance standards are. Fear appeals work mostly on the ignorant.

You're wise to ask to take this approach. IMHO giving Hoosier an exemption could be a real mistake. Even if Hoosier is given an exemption, that is no guarantee you would still be able to run them in whatever class you run. Think about it.... everyone will know what tires have been given exemptions. Will clubs allow any DOT tire or any DOT tire that passes the new standard, or what? There is no way to know, but it's not as simple as some folks are trying to make it out to be.
It's not likely R compounds would go away anyway. Supposedly the Khumos will already pass the proposed standard. Worst case scenario would probably have manufacturers making R compound versions of their road tires, much like Yokohama did with the original R compound tire, the A008R.
