I bet I can take my car, give it two differenst setups that produce the same steady state skidpad results, and have one setup at least 5 seconds slower than the other. So no, skidpad results can not necessarily be correlated with overall handling.
You know, now that I've read this, I seem to remember an article in C&D 25 years ago when they tried to optimize a car for g loads on the skid pad. And IIRC it was not the fast set-up for a track.

I could be wrong, I mean it goes back 25 years, but it sure rings a bell.

Skidpads are also useful for training students.

Road & Track did a similar story about 5 years ago. Among the cars tested was the Pennzoil Champ Car. To get that thing around the skidpad faster the crew did all kinds of crazy stuff(for them) with the alignment and spring/damper settings . . . IIRC
