Colin makes a good suggestion. May I offer another one?
The same concept, except the "committee" (I hate that word) is made up of 3 or 5 professional coaches. There are plenty of us who work often with PCA racers. To avoid conflicts of interest, if one of the committee members is coaching a racer involved in a dispute the committee has been asked to adjudicate, he or she is recused.
This would bring a different level of experience to the table, and would also remove any perception of an old boys' club.

As a matter of fact - I think I am overqualified for the position!

While I appreciate the offer of an oversight committee, I believe we are trying to solve a problem that doesn't exist. Let's come at this from another direction. How about someone who believes they were wronged after appealing their 13/13, post the full information here including the appeal decision, and let the world see if the response appears to be "random". Failing that, send it to Dave and see what he thinks. Full background, all videos and the response....

Ya. I'd like people to understand the level of analysis, and explanation, that goes with an appeal. But it's not my goal to drag anyone, including the appeal reviewers, through trial by Rennlist, as Luigi calls it.

I can't speak for Peter. However, I am on board to help with West's idea. Obviously, if I was coaching one of the affected parties on the weekend in question, I'll recuse myself.
